Outcome
Following Council's consideration of the submissions received at a Special Council Meeting held on 30 January 2023, Council resolved to make a submission to the Local Government Advisory Board to reduce the Shire's number of Councillors from nine (9) to six (6), evenly distributed across three (3) wards.
The submissions received have been considered and evaluated and have contributed to Council's decision.
In accordance with the provisions of the Local Government Act 1995, Council's submission will now be referred to the Local Government Advisory Board for their consideration.
Background
The Shire undertook a six-week review of its wards and representation, with members of the public invited to have their say.
In line with WA State Government recommendations, Councils are being encouraged to assess their wards and jurisdictions to ensure a fair representation for residents.
The Shire has nine elected Councillors split evenly across three wards.
In October 2022, Council resolved to change the method of electing the President to the method by general election and conduct a Ward and Representation Review.
Under the new approach the Shire President will hold a single council position not tied to any of the Shire’s wards.
The review assessed the current structure and arrangements to accommodate a reduction of Councillor numbers required to enact the change in time for the 2023 Ordinary Local Government Election.
The number of offices of councillors for each ward was reviewed against the following five factors:
Community of interest
Physical and topographic features
Demographic trends
Economic factors
Ratio of councillors to electors in the various wards.
