How did the Mundijong and Whitby Pedestrian Connectivity project come about?

    Since Whitby began its development in 2015, a number of elements of the planning and recreational framework have evolved. These include:

    • Publishing of the Southern Metropolitan Sub-regional Planning Framework in March 2018;
    • Updating of the Mundijong Whitby District Structure Plan, in order to better align to the Subregional Framework;
    • Adoption of the Keirnan Park Recreation Precinct Master Plan in 2021.

    Shire officers identified a need for a convenient pedestrian link when considering the Mundijong Town Centre/Primary School, suburb of Whitby and the Keirnan Park Recreation and Sporting Precinct. 

    At this time, the Shire has been unable to secure a pedestrian crossing maze at Keirnan Street rail crossing, meaning other potential options need exploring in collaboration with the community.

    Why is the Shire engaging with the local community?

    Council approved community engagement to be carried out on this matter at its October 2021 meeting, to understand the community’s views on new potential pedestrian routes.

    How much will the pedestrian routes cost?

    Shire staff have estimated each pedestrian route to cost the following to plan, design and construct:

    • Robertson Footpath: $300,000
    • Keirnan/Evelyn/Richardson Footpath: $421,000
    • Keirnan/Galvin Footpath: $704,000

    The Shire is currently exploring potential options based on the challenges of not being able to seek a formal crossing at Keirnan Street rail crossing.

    What will be the next steps once the community engagement process has been completed?

    The results of the community engagement process will be reported back to Council at a future Ordinary Council Meeting. Council will then provide further direction regarding the delivery of improving the pedestrian connectivity between Mundijong and Whitby.
