Consultation has concluded and a decision has been made.
Outcome
At its December 2022 meeting, Council resolved the following decision:
1. RECEIVES the Lot 814/815 Millars Road, Jarrahdale Business Case as contained within attachment 1 and not progress with the recommended project delivery options until it is determined by Council that the development of trails / centre is a Shire election priority in the 2025 State and/or Federal Government elections;
2. REQUESTS the Chief Executive Officer investigate and explore potential interim activation at the site in line with the objectives for the site outlined in the Business Case and present a report back to Council on these findings;
3. RESOLVES NOT TO SUBMIT an application to Development WA for the development of Lot 814/815 as residential based on the following:
a. feedback from the community on the development of the site; and
b. there are no financial benefits to the Shire associated with developing either these sites for residential purposes.
Background
Lot 814-815 Millars Road, Jarrahdale is a 26ha site located near the centre of the historic Jarrahdale townsite.
This land parcel has been owned freehold by the Shire of Serpentine Jarrahdale since 2000. What’s happening now?
In March 2022, Council approved a Commercial Feasibility of developing Lot 814-815 Millars Road, Jarrahdale, to be undertaken.
The Shire has engaged Urbis to assist the Shire in developing the Feasibility Study, which will include:
- Investigate the commercial feasibility and funding models for the development of the land to support the Jarrahdale Trail Town Initiative; and
- Prepare a needs analysis, opportunity study, feasibility and business case for development options for the land.
